China वरून Ping foreign IP address Chinese carrier networks वरून all reachable आहे का याचा first-pass check म्हणून useful आहे. काही IP ranges — VPN providers, Tor exit nodes, किंवा GFW ने flagged services शी associated — ICMP response मिळत नाही host up असला तरी. आमच्या Hohhot node वरून zero-response result host down confirm करत नाही; ICMP border वर dropped जात असण्याची शक्यता आहे.

Chinese international backbone वर transit hops वर ICMP rate-limiting सामान्य आहे. Hohhot वरून ping elevated RTT दाखवत असेल पण same host वर TCP check succeed होत असेल, तर discrepancy likely ICMP deprioritization आहे actual path congestion नाही.
